Don't know about France but in England they can't cut your water because it's essential for life so I'd pay the electricity but obviously it may be different there.

Pay for the water, develop night vision, live off of uncooked ramen packets/the garden you have growing in the backyard. Oh yeah, start growing a garden in your backyard.

You kno op u can go to different churches call 411 and ask for a list of churches (religious not the chicken place) there numbers and even helping hands can help u out wit those bill pays but u have to be there extra early on certain days at certain times....

If you dont have water, they evict you from your house, its almost happened to my mom. They threatened to classify our home as "uninhabitable" and condemn the house and evict you, its almost happened to my family

What I seem to have gotten out of it is that they sent notices saying, "HEY. You better pay for your water or we'll turn it off! Also you'd better pay your electric bill or we'll cut it off!" and she has to choose which one to keep because she can only pay for one for the rest of the month. Is that not it? Because you seem to be very adamant about that not being it. I say she should keep the water as well. Electricity is not nearly as necessary.

You have to default on bills for a month in order for them to turn it off. And they would have been sending notices of the OP being late for a while, so they knew.
