he TOLD you he was going to propose? like "i'm going to propose to you. can i have a few drinks first?" seriously? wtf. if he could tell you he was going to, why could he just do the actual proposing?

I don't get it either. How did you know he was going to propose? Did he tell you "I'm proposing to you later today?" It's one of those things you don't announce you're about to do, you just do it. I've never called an FML fake before but this sounds like a fake if there ever was one
