Well, he's not related to either of you, so it's not illegal, but tell him to stop soiling underwear that isn't his. And if, for whatever reason, your daughter becomes interested in him, make sure they practice safe sex.

Most places 17 is either over the age of consent, or they have exceptions for people close in age (only two years). There's a lot wrong here, the age gap is the least of it.
