Maybe work with him on memory recall games. Make it fun for both of you. Or you could take him to the doctor maybe there's a cognitive problem going on.
Maybe his job makes him so tired that it is hard to remember much about anything after he gets off work. I only say this because that is how I am. The way that I fixed it was to take half a vitamin in the morning, the other half at lunch, and then....da duh dun, a key ring near the door. As soon as I go in the house, the keys go on it. I hope that helps!
Honestly it sounds like your husband has severe ADD. I have ADHD myself and have done things like that. Not to that extreme. But I can relate. Have him talk to his doctor. Maybe get a proper diagnosis. Maybe get him on some meds. ADD/ADHD meds work wonders.

I don't even understand how you forget you put your keys in water and then freeze them...
How does a person freeze multiple keys in one ice cube? And just as important, why would he have the keys in his hand (in the freezer) while putting the cube tray in there? Even one regular key by itself (as far as I'm aware) won't fit in a single cube area of a tray...unless you have a special tray that makes 2"x4" ice cubes..lol
