We don't know the whole story so you can't just say break up with him, it could have easily taken him by surprise and freaked him out depending on how long they were dating

In my experience, this could happen for two reasons. 1. You said it way too soon in the relationship. or 2. If it's been about six months to a year, and you don't get an "I love you" back or an "I love you" first... sadly, it's time to move on. Every man I have ever known, if they are really in love, will be happy to say it. We'd like to think it's just shyness or "being a man", but it's not.

But what about guys who sound like they're saying it, but they aren't? I've had a boyfriend mouth the words, "Elephant juice," when I thought it looked like he was saying, "I love you," and he had a good laugh about it with his friends later that night. I've also had a boyfriend who'd never say it clearly and concisely; instead, he'd say, "I ahh you, too" (kinda like when Lois said it to Meg on an episode of "Family Guy"), or, "I rub you," and proceed to pat my shoulder.

The only thing you can do is ask about it after he seems to have thawed out. Bringing it up again too soon may just freak him out even more. Communication(at the right time!) is key.
