My parents are also Eskimos it seems, and unfortunately not because of a heat bill, they are really just comfortable with the freezing temperature. Luckily they have come to understand that I am a warm climate creature and bought an electric blanket for me last Christmas. So I may be confined to hiding under my blanket most of the winter, but hey at least I'm not an ice pop ^_^
Buy a personal mini heater for your bedroom and blast that sucker until it's a "toasty" 65 degrees... Your parents can still have their silly bet, and you will be warmer than them! If they criticize it or don't like it, tell them that if you were a dog forced to stay in a shed that cold, it could count as animal cruelty.
I know exactly how you feel, my room is cold enough for my breath to be visible a lot of the time because my house mates are really against having the heating on because "it costs too much" (yet they bought a tv license; evidently that's more important). I hope your parents regain sanity soon. Maybe you could get a personal heater for your room if you have the money for it - they can't complain, you're doing it for the sake of your health. It's what I did in the end. Life is so much more bearable with this thing xD
Time to spend as much time away from home as possible. Sleep at a friends house or someones house. Better than getting sick.

I bet they have heated blankets. My parents do this crap too, and refuse to turn up the heater when we come to visit from out of town! I hope I'm not as frugal when I'm this old! My advice to you would be to go get a heated blanket too!
