In some universities, when you apply to transfer, you are applying directly to the college of your major. If you wish to apply to a different major, you would have to go through the admittance process again for the new college.
For one thing, you seriously need to decide where you're going to go & for what. I know people have the right to pick where & what, but you've now wasted your own valuable time by enrolling to a college that didn't suit you for a major that didn't suit you either. Take a moment to do some research & find what's best for you. You'll find less hassle!

Yea you can... You apply to a college (usually) within a college. Say, you want to be an English Major, you apply to the Liberal Arts college. If second year rolls around and you hate it but want to apply to be a rocket scientist you have to transfer to the College of Science. You can change majors, you can't always do it easily unless changing within the college itself (English to Journalism if Journalism isn't its own college).

YDI! They accepted you into a specific program. Once you decided to change majors they would have re-checked your qualifications for the new program and the number of spaces available. Either you did not qualify or there was no room. By the time they went through all that, the original program was probably full and they could no longer fit you in. For the rest of you aspiring geniuses who are assuming this is the universities fault - never change your major without first checking that you qualify AND there is space. If you skip that step then you are an idiot and don't deserve to go at all.
University admins are often dangerous people that don't mind screwing your life plans for bureaucracy. Beware and play the system right OP.
