In a sense, it could be worse - Small dogs tend to bark more. And your upstairs neighbor is going to be the one to discover just how much a big dog eats and craps and how destructive they can be of their furnishings… It would be tempting to inform the landlord of this if it’s a “no pets” apartment. But eventually your upstairs neighbor would likely find out who informed on them. If there is anything I have learned about neighbors it is “live and let live”. Don’t pick fights or arguments because a hostile neighbor only makes things worse.

don't be a rat. if it get noisy, I would ask them to get some carpet or something "so none of the other neighbors find out and snitch". it is amazing how many things are solved by just coexisting with neighbour's... and not be a filthy rat....
