Take it as a compliment, he'd only do that if he knew his friends saw you as "the hot older chick" (assuming he's your younger brother) however, you should talk to him about it. You guys are step-siblings and weren't born siblings, so maybe he too thinks you're hot. It could be one of many things, but just talk to him in private before freaking out
