I'm why didn't you go confront her while she was in your yard or while she was on her way back. Or get the cat and take it back to her house? You deserve this one I think. Not what she did but the cops not believing you.
As someone already said, if they had taken it back, the neighbor could have gotten pictures of OP carrying the cage.
