That's what my thought was. I mean, jesus, how can people really have multiple girlfriends? The whole spending time with them, keeping them oblivious of each other, etc would seem to be impossible to keep up for very long. Unless as you said the girls were really stupid.

Something like this happened to a friend of mine. He would go from one girl to the next throughout the week, using the excuse that he had to work and study for his MCATs for med school. A few weeks into the relationship, he didn't show up when he was supposed to... Turns out he was seeing several different girls, but at the cost of not graduating college on time and getting really poor grades. Obviously, he's not going to med school.

in any relationship, unless both parties explicitly agree otherwise, it's expected that both partners will be monogamous. hence why it's considered CHEATING to be dating one person and seeing another on the side. and how does it sound like it wasn't a secret? obviously this is the first she's heard of it. if you're confused by what she said to him, that type of statement comes with an implied "but i know otherwise" at the end. like "you say that like you're not impressed [but i know you ARE impressed]." hence, "you say that like i'm not the only girlfriend you have right now [but i AM the only girlfriend you have, or at least i should be]."

Not saying Im by any means normal, but it has always been stated up front. I would assume Mono would be the default non-discussed. Unfortunately I have known men and women who play it the other way
No, a relationship is NOT monogamous until both parties agree it should be so. There is absolutely no reason to not date lots of people, since the point of dating is to find a good partner for life. If someone decides they want to be exclusive, what used to be called "going steady," then they should say so. This is how it was when I met my husband 5 years ago... I was seeing other guys at the time, and then he decided he didn't want to share me and told me he wanted us to be monogamous. I agreed, because I really liked him. In adult life, this is how things work.
Just to be clear, it is very confusing seeing more than one person, even if you're not monogamous with any of them. Anyway, usually when two people decide to be boyfriend/girlfriend, boyfriend/boyfriend, or girlfriend/girlfriend, that implies that you only want to see each other and THAT'S IT. I myself was seeing two guys at one point, but I was not either one's girlfriend. "Going Steady" (which is still the term used in The Sims 2 for some odd reason) is an old fashioned term...and when people decide to be significant others, it is default that it is a monogamous relationship. I'm pretty damn sure my boyfriend would be hurt beyond belief if I was seeing another guy. It is something that would be discussed otherwise if the relationship was not to be monogamous, and seeing as how the OP was surprised, she did not agree to it (I'm assuming) and the boyfriend was stupid enough to think it was ok to see other people.
Bottom line is, not many people see a lot of other people before picking one to be exclusive with. I found it annoying that I kept being asked if I was boyfriend/girlfriend with both the guys I was seeing at the time. But it goes to show that a lot of people don't see others before deciding on an SO.
I say FYL to the OP. Nobody deserves to be cheated on, especially from someone who does not understand that relationships are monogamous by default unless otherwise specified.
