The thing is, I think we need to do a better job of defining strangers. Someone who works at the pub you're having lunch at is not a stranger, like some guy who offers you candy to get in his car.

well, I admit. bit of an over reaction but just ask her where her mommy is and go help her find her. I remember when I was little I was at a theme park and a lady grabbed my hand not realizing I wasn't her kid and it startled me so much I screamed. you probably just scared her I mean for she knew you where trying to take her. should have said something.
