Today, my neighbor kindly set off a bed bug fogger rather than getting an exterminator, which we'd even offered to help him pay for. We have baseboard heating in our condo building. Guess where the parasites crawled to now. FML

Fall
Dead leaves, the first cold of the season and an umbrella flipped inside out: fall, the season of grace.
Same thing different taste
Today, my girlfriend and I moved back in after over a month of couch hopping and $2,000 of heat and chemical treatments for a chronic bedbug issue. I just found bedbugs on my legs. We've used all our favors and have nowhere to go. FML
Social parasites
Today, the owner of the house I'm renting said he doesn't want to pay $4000 to fumigate the home, and that he'll take care of the issue himself. I have killed 30 angry wasps in the last hour. There are thousands living in the walls, but I think their favorite place is my bathroom and my bed. FML
Horrible little things
Today, after three visits from exterminators and another from a steam cleaner, I still have bedbugs. FML
Today, after being moved to three different employer-provided apartments because they all had mold and electrical problems, I requested a bigger bed. The bed they delivered had bedbugs. FML
Today, I woke up to something crawling on my leg. Thinking it might be a spider, I jumped out frantically to check. The good news: it's not a spider. The bad news: it's a bedbug. My apartment was just treated for them. FML
Bugging out
Today, while working the graveyard shift at my hotel, it felt a little chilly, so I grabbed a blanket out of the box we usually store old blankets in. Twenty minutes later, the live-in maintenance man casually remarked that those blankets are all infected with bed-bugs. FML
Thanks, I hate it
Today, I hired an exterminator to get the roaches out of the house I'm renting. I came back from work and went to my bathroom, noticing that he used the plunger to unclog the toilet after he took a dump. After $150, there was shit all over my floor and plunger, and roaches still in my kitchen. FML
Today, I discovered I have bed bugs. I have nowhere else to sleep and I won't be able to afford a new mattress for at least a year. I'd better get used to these giant welts. FML
Today, after being nearly homeless and couch-hopping for the last few months, I finally signed a 1-year lease. When I got home, I was surprised to see a picture of my new complex on the front page of the newspaper. It turns out that they are fighting a serious bedbug infestation. FML
My little friends
Today, an exterminator sprayed for cockroaches in my dorm room. After classes I got back to find three large cockroaches on top of my bed. Now that the exterminator has sprayed everything, all the cockroaches are coming out. FML

At this point, it doesn't seem like they care or want to dissolve the problem using the resources available. It sucks beyond belief, but just now rather than paying for them to get an exterminator, you have to pay for yourself to get one. Nonetheless, it allows you some control of the situation, regardless of how awful it is.

have them pay for it or put a wasp nest in their place

How exactly are they going to carry a wasps nest into their neighbours without getting stung? (Purely curious for um er you know science)

You wait until a cold snap, or late at night, as the wasps are inactive when it's cold. Or get a beekeeper suit!

Move or scoop up the bugs and put them back in your neighbors house

You clearly have no experience with bedbugs. If only it was that easy.

Depending on your area, bed bug infestations may have to be reported to the local government. They definitely have to reported to your apartment manager, who the one actually responsible for handling the situation. You may have legal right to sue your neighbor and make him pay for the extermination and any other damages caused.

It's not smart to move when you know there are bed bugs in your home. You'll just take them with you.

And once they stop using the fogger, the bed bugs will go back to them. Though I highly recommend you getting an exterminator for your condo and scheduling checks with the exterminator for the next few months. Bed bugs can crawl into baseboards and hibernate for months.

What? No. Once bed bugs find a new area with a food source they will stay. It's also very likely that at least one of those bugs has been inseminated and will be laying eggs in OPs place. Additionally, they are only likely to hibernate if they have no source of food.
