I find this one believable, simply because not all skin is created equal. For instance, if you use Nair depilatory cream, it tells you specifically not to use it on privates, FACE, or breasts, because the skin in those places is extra sensitive.
You don't need overexposure to things to develop allergies; often they develop later in life because of UNDERexposure. Perhaps they're not really much of a crier and had never been to the ocean. Or maybe crying simply never produced enough to irritate them before their first visit to the ocean. It's probably more specifically a reaction to the salt than the water. Ever been swimming right after shaving? It can cause intense irritation, burning, and itching. The face is much more sensitive than the legs; it is illogical to rule out the possibility simply because you've never heard of or experienced a certain condition.
