I knew a guy who changes his last name when he got married because he never liked his last name and his wife only had sisters so it would have been the end of their last name. His parents were cool with it, but last I heard his paternal grandmother still sent stuff to his wife as Mrs. and then her husbands unmarried name out of spite. Some people freak out about this stuff.

Why is he suddenly changing his name? Apparently you are already married as you didn't cite him as your future F-I-L. Maybe it's just something spiteful that hubs is doing? I don't know enough to decide if he deserves it or not.

If the only reason you can think of for getting married is taking someone's last name, or them taking yours, please don't get married.
