In the uk - not sure about America - splashing a pedestrian with water is classed as an accident. If you go to the police station and report him he can be charged with leaving the scene of an accident. Might be a little karma for him if there are similar laws near you?

Just want to understand that thing which made you stand in the same point where the truck caused inconvenience to you for the second time. I assume, the repeated action was too swift for which the particular bad experience happened for the second time.

Never flip anyone off in a car period. I once flipped a guy off who kept scaring me by beeping right next to me and he then stopped to wait for me down the road to do God knows what. Lucky I was able to divert my walk...lesson learnt
