See if there's any alternative she might prefer? Other comments have suggested a bidet or wet wipes. It's important to acknowledge that a number of health problems could result from this habit of not wiping, so maybe use that argument when attempting to convince her to use an alternative. Good luck OP, it's not a situation I'd relish being in.
