Someone tried to pull that on me the other day - I didn't realize it was a long running prank, but I could tell he was talking BS (He didn't say they were optional, he said that federal highway code required that stop signs be all red, so the white outline renders them void)
I didn't bother to look it up and check, but knew that even if true a cop giving me a ticket wouldn't care, and a magistrate would laugh me out of the room, and I wouldn't bother with the rigamarole to get before an actual judge to argue it anyway - more hastle than it's worth, even if successful. So I just stop at the signs. This policy also helps make sure I don't run over any pedestrians, or get my car crashed into by someone going the other way.
just for the record, this happened to me before I had my drivers license. My friends were teaching me to drive in the country and when we came to a stop sign he thought it would be hilarious to tell me that. I was so nervous to be driving that I believed him too! it happens
