Seriously, no random person is going to give a fuck enough to want to take your picture. Maybe steal your purse, but not take your picture.
As a photographer living in a large city I've had quite a few people yell at me for taking photos of buildings / scenes within the city when they just so happened to be walking by (and one case of a person trying to take my camera from me and threatening to smash it).
Even if he wasn't taking a picture of his family, photography is not illegal on public property and if you're in a public space you have no reasonable expectation of privacy. You're well within your rights to be a jerk and make a sarcastic remark if you see a camera lens pointed at you in public, but the person on the other side of the camera is also well within their rights to think you're a paranoid and/or narcissistic freak and shrug you off.
