Today, I woke up to a flooded apartment. Apparently, the upstairs neighbor's bathtub had overflowed and water was pouring through my ceiling. My landlord said he couldn't do anything until the water stopped, so I spent the morning frantically trying to mop up the water while feeling completely helpless. FML

Yeah, I'm not a plumber, but I'm pretty sure the water won't just "stop." You have to turn the water off first of all, and the landlord can absolutely do that. Second, you should probably inform your upstairs neighbor what happened (if he or she isn't already aware) and then you both go after the landlord to get the problem fixed. You're both in a mess with this kind of problem - the upstairs neighbor's floor will be ruined and your apartment will be flooded. It's a lose-lose. The landlord needs to rectify this.
