Ask him out again but be a little clearer/talk slower this time. Pretend last time was about job opportunities but that you like him now. He could not have been sure if it was a date and not wanted to look like a jackass by assuming it was. He probably wants a clearer signal that you like him because he's insecure.

well I asked him on a date, and suggested coffee since we are both busy. he picked the starbucks IN the hospital (where we work). I guess I should have figured he was steering the get together away from 'date'.
