It's not your fault. You couldn't have known.
Whoever put them in the break room must not have thought of the employees seeing it and wanting a cookie. Since you wouldn't think patients have access to the break room. But I'm guessing it was later moved somewhere they could access them, they should have been labeled at the very least.
If you really feel that bad, make some cookies and bring them in. (Or if you don't have the time/ability to make cookies, buy some.) If you want to make sure you 'repay' the person you took the cookie from, cross reference the schedule from the day of the event to the next day that has the most of the same people available. That way, you should only have to make 3-4 batches of cookies to do return the cookie favor.
Dude, it's a cookie. You didn't steal their chemo or anything, and it was an honest mistake. Cut yourself some slack.
