Today, to surprise my boss who promoted me within the first two months of my new job, I offered to take him and a couple of coworkers out to eat. We had one minor inconvenience: my bank card declined. I was 200$ in the negative. Apparently my wife decided to take the kids winter clothes shopping. It’s fucking April. FML

You're boss should be paying to take you out to eat anyway. You shouldn't take your boss out unless it's his birthday or specific holiday of his. Otherwise it's inappropriate and is viewed as influencing. His reward for your raise shouldn't be dinner.

Do not underestimate end-of-season clearance sales. She probably saved money from buying larger winter coats for your children now.
