Today, the city shut off the water at my house because my roommate thought that the water bills he had been hoarding were "suggestions." FML

Unless they had an arrangement where the roommate pays for all bills, the poster deserves it for not paying the bill too.
Its a human right to water, hence this is fake. No government is allowed to switch off water to someones house.
I'm pretty sure that they CAN shut it off if it isn't paid. It may take a while, but it can and will happen.
I got my electricity shut off in winter when it was about 40 degrees during the day and in the teens at night. They don't care. Bill didn't get paid, so they shut it off!
And did he get the hint that he needed to pay up when you suggested via punch to the gut that he was an idiot?
Actually, since they'll make it painly obvious when you missed a payment, this is really a YDI.

No Ive had my water shut off for late payment because roomates didnt pay thier half before as well.,
Water is sadly considered a want not a need!!

You may have a right to water, but you don't have a right to the utility company's water. Just like you may have a right to eat, but you don't have the right to walk into Pizza Hut and demand a free Meat Lover's. You've gotta get those foodstamps & hit the Stop n' Shop. Take it as a lesson in choosing who you trust more carefully.
Never rely on anybody else to do something as important as paying bills. You know the old saying, right? "If you want it done right, you gotta do it yourself."
Dude, the kid probably grew up in a place where you don't have to pay the water bill. Still, not having water does SUCK. I would KILL if I couldn't shower...
