While I'd consider pressing charges, in my state there's a chance that the dog will be euthanized.
It's just terrible that the poor dogs end up suffering the consequences of their horrible owners.
I would've tried talking to him later after talking to him the first time. He could've been in a bad mood. If that doesn't work, tell him you're pressing charges. If he keeps refusing to own up and apologize for his dog, then take affirmative action. Some people just have bad days and aren't willing to cooperate, OP. Maybe give him another chance and confront him again. Do it in a civilized manner though.
