I don't know how it works in the Netherlands, but the only way a postman would leave a package with a neighbor in the US is if the neighbor has received packages for you in the past or if you give them written permission. I would really get on the postman for being the party that gave your mail to your neighbor. As for the neighbor, i agree with #46 and #49. 46 is more passive and 49 is more aggressive.
