I had to hide my loofas in a press in a waterproof vanity bag (dried as much as possible before putting it in) in our bathroom because my mechanic flatmate kept either using them or kept getting oil, etc. on them when he took a shower (more likely the latter). Maybe do the same?
Why is he cleaning the toilet anyway? That's your job. You deserved it.

I guess it's time for some rules OP..it seems you husband is the type to grab the next best thing and leave stuff laying around..basics of every room or flat sharing must be in respect of each others personal space and habits to find common ground and establish general conditions of use of the shared utilities and premises..good luck
