I think that's completely up to the couple. In some cases, both are walked down. In some cases, only one is. And sometimes neither!

Maybe she just isn't ready to get married yet. Also how long have you been dating. Maybe she feels it hasn't been long enough. I know that if someone proposed to me in the first year I would probably say no.

There's a big difference between saying "no, I'm just not ready yet" and saying "not right now, but when X condition is met, then totally!" And then when X condition gets met, changing your mind because apparently you never actually wanted to after all. What OP's girlfriend did was a total dick move.
