Today, my neighbors bought a signal scrambler to stop their kids from going on the internet at night. Too bad it blocks my internet too. FML

Check the law where you live. It can jam mobile phone signals too which is against the law in most locations. If not, request that they disable it since it's jamming their neighbours and possibly their neighbour's phone.

I'd call the ISP and say that they are tampering with things causing problems for you, that'll fix their non-supervising asses
