This FML is from back in 2012 but it's good stuff
Calgary, Canada
No signal
Today, my neighbors bought a signal scrambler to stop their kids from going on the internet at night. Too bad it blocks my internet too. FML

A scrambler, really? Has your neighbour ever heard of passwords and parental control? It's not that hard.

Woah a scrambler? It's not that hard to block Internet access for kids

If there are other neighbors around, I'm sure they're complaining as well. Confront your neighbors, let them know about parental controls, and, if need be, bring the police into the situation.

Because unplugging the modem made too much sense.

I thought those were illegal? Well I heard that from a teacher in the dumbest county in America so it doesn't surprise me she was wrong

OP, tell your neighbors to have the router(s) to stop allowing TCP and UDP transmissions when the kids need to be in bed/no Internet access. That will should fix the issue and allow the parents to use network tools like NAS units and networked printers.

Ethernet cable, scramblers can't block wires!

That's what happens when you use others' internet!

In the States scrambling any radio signal like that is illegal. It may be as well in Canada. This is exactly why its illegal. Its difficult to control how it affects those in the adjacent areas. Check the law and have a conversation with the neighbor. The simple solution may be to turn down the gain on the scrambler.
