I obviously don't know how the garbage chute in the OP's apartment works, but I know that the one in my grandparent's apartment is a box about five feet up the wall, with a handle you pull out to open it. You place the garbage on the inside of this handle, and it won't go down until you release the handle. So the only way to get into the chute is to either a) be less than 1 foot tall with a 5 foot ladder or b) start at the bottom and climb up.
