I'm concerned with how easy it is to break into your home. Every day, without being caught? I hope you can resolve this or move.
There might be a reason for this neighbor's behavior, but there is certainly no excuse. It's trespass as a minimum, and if they actually damaged the home getting in, it's B&E. Inform the police, and when they arrive, show them the video of the neighbor inside the house. This kind of disregard for boundaries will escalate if you don't shut it down now.
Shut off the water before you leave the house. Set it up to require a password or key to turn off and on. Or install better locks.
I mean, he could've at least asked

We once had neighbours use our pool while we were on holidays. When questioned by other neighbours they said we gave them permission. They were rotten kids (same age as I was) and left our pool full of branches and chunks of dirt. Plus they kept topping it up so the water bill went up. People have no respect sometimes. Definitely report them to police. Unfortunately for us our neighbours moved before we could.
How did you find out?
