While this is most likely fake.... temporaty protection orders are "just handed out". It's a case of police covering their asses, in case someone does turn out to be crazy. So this guy probably doesn't have a legal RO against him, but there will be a hearing to determine whether or not he should. It won't go through, of course, but it's there.
