I never understood this, she doesn't want her eyes tested cause they'll give her glasses, but why on earth would you sacrifice a major human sense for something as meaningless as vanity? Especially since, she's not just endangering herself at this point, she's endangering everyone around her. Also, most people look good with glasses anyway. If she's doing anything that could cause a danger to other people, be it driving, in her job, etc, she needs to be reported, with how bad her sight is, she's basically equivalent to someone operating under the influence.
