The mom and finance's uncle are not directly related and just because the daughter is marrying into the family.. Doesn't mean her mom can't (if she's single and looking). Nothing is wrong with the family tree buddy. It's not incest or anything.

I assume this makes your mother happy, which we hope you are pleased about. And no - nothing becomes incest that wasn't before. Incest is a question of genetics not marriage. You can perfectly well sleep with your step-sister if she's not a biological relative, just as you can't sleep with (someone you know to be) your biological half-sister even if you have different "parents" legally (as in by marriage).
