Why does he have such a late bedtime?
That bedtime isn't late, I'd say it's pretty reasonable for a 4yr old. My little sister had an 830 bedtime until she was about 8 because she needed a good, long sleep or she'd be grumpy. However, I had a bedtime of 930 at that age because I was just a different kid who was more mellow and easier to handle. Bedtimes all depend on the type of child.

This is incredibly unfair, the older sibling shouldn't have to abide by the needs/rules specific to the younger sibling. If your parents are worried about your sibling being tempted to get up just because you walk by, well it's their job to teach them the rules and that bedtime means they have to stay in bed, regardless of what they hear outside. If they aren't taught this, they will never learn it. Also, the rest of the world isn't going to cater and accommodate around your younger sibling like this. So your parents are really setting them up for disaster.
