Ok I don't see how this isn't your fault. If you think it's easy to count that (which I do personally), then it's not that hard that you had to do it. If you think it's hard you're just an asshole for making someone else do it
So OP is an "asshole" for wanting someone to do their job? Really? The cashier is PAID to ring up items, take money, make sure it is the correct amount, and return any change. Making OP the villain here would be like making a parent the villain for being upset that a babysitter wasn't actually taking care of the children they were paid to care for- in other words, illogical. It's not like they paid $1000 in pennies.
My boss says if the register is off by less than $5, she is ok with it. So I would've said screw it and just dumped the coins where they belonged
well, you're not wrong, but you're also kind of an asshole if you pay with so many pennies

And that is when you call for a manager or write a formal complaint to the company. he is a cashier, he is paid to handle cash! it's not like you paid with $10 worth of pennies! FYL OP

Being a cashier myself I can see where the clerk is coming from, but the fact is that they are paid to count money. They can't just say they won't count it and make you count it. They are rude.
