The art of parenting is lost to many idiots out there. Sadly, there are also far too many whom accommodate the bad parents, perpetuating the cycle.

Tbh, its better just to ask the waitress if you can move tables. Little kids can be uncontrollable and the parents can't always help it.
I work at home improvement store. As an employee, I am not allowed to intervene when a child is running through the store, even at the danger to themselves. Once in pulling a nursery cart after me, I nearly ran over a child's toe because she put her foot out to see if I would run over it. (I didn't know this at the time because a coworker told me later.) Of course I nearly did. The only thing that stopped me was when the wheel ran up against her shoe. Though I apologized for it and asked if she was ok, I was still told it was all my fault. As lilithfury noted, it's an art to parenting. Either the parents are doing their best or they are sharing their 'art' to the world. So, it wasn't much wonder to me when the parents reacted the same way their kids did when you made a comment. Now you know why the kids were screaming!
Go back tomorrow and complain to the manager about the incident. Most likely you'll get a free meal and an apology if not you can just suck it up.
