Depends on the shiny. Persian and Salazzle are two examples
I think it is more concept wise rather then looks. Both shiny pokemon and being albino have a rare chance of happening and both result in a different color then the species is known for.
Idk that's how i would describe them, especially to someone who didn't quite understand but knew about pokemon. Its a pretty logical jump really.
He's not far off in terms of concept. As long as he learns the proper term, doesn't gawk, and doesn't try to capture them, I think he'll be fine.
You should tell them to check out my Pokémon YouTube channel, Crazy Cinco.
But they kinda are.

I've never thought about it that way. That's awesome.

He's not entirely wrong. "Shiny" Pokémon are individuals of their species with unusual pigmentation- likely due to what would be genetics if Pokémon existed in the human world. Albinos are humans who lack or produce very little pigmentation meaning they look like they have unusual pigmentation, due to genetics. Both are uncommon. If anything, him being able to make that connections shows some above average ability for connecting information together.
But they kinda are.
