When I got bullied it would have been nice to someone stand up for me so I see the point in making everyone, includind the bystanders, to write about it.
Is that a trick to discover who the bullies are? "Hi, I read your 2000-word essay, and it seems that you're making fun of your bullied classmate. How about a nice chat with the principal and the school psychologist?"

Because the real punishment comes when the rest of them take care of it by taking it out on the bully. It sends a message to others that they will be punished if they do it themselves and it means they’ll take care of the problem internally without the teacher having to do it themselves. The military does this too. However, since they sink of swim together, next time someone bullies someone, they’ll intervene. Without this, you get people who grow up to be teachers who insist it’s not their responsibility nor their purpose to deal with bullying. Like they currently do.
