She's definitely not over you, OP. Think about it... she is still thinking about you while she's making out with the other guy. Don't mistake this cry for attention for remorse, though. She is immature and doesn't seem to feel sorry about what she did at all. My advice would be to talk with her, whether on the phone, via e-mail, or in person and hash out your feelings and maybe see if you can figure out why she felt the need to cheat on you in the first place. Therefore, you can both achieve some sort of closure and move on with your respective lives. However, if you arrange this, DON'T TAKE HER BACK! She is obviously not ready for a serious relationship and getting back together with her would probably be poisonous for the both of you.
