they can't do that. they can only fine you. the only way you can have a warrant is if you didn't pay the fine.

Umm, you clearly deserved this. Everyone knows that you can't fish without a license, like you can't hunt without a license, or drive without a license. You're all saying "big deal" but it's like stealing if you don't pay the fee :P
