Hey, OP here. I would have mentioned in the FML that my work phone is one of those "dumb phones" and does not have any option to block numbers. After she did that for two nights in a row, I wound up setting one of the fax machine at my office to auto-dial her mobile and house phones every 15 minutes. Now, the only thing that wakes me up is the occasional user who forgot their login info, and my wife's odd food cravings.

Hang up immediately without a word.
If you have an iPhone as your work phone and can save all work-related numbers as favourites, then you can use the do not disturb function to block everyone else between whatever times you want. Or just block her numbers on your work phone. Either will work.
Give her number a specific ring tone, silent.
just block her number. tell the technician that she's harassing you and that they can check the call logs to verify it. most companies will waive any fee if someone is legitimately harassing you.
Wait until she is sleeping and call her off the hook see how she likes it.
You should also tell her that now should also be the time to get as much sleep as possible while you can.
Have your wife tell her that she's interfering with the sleep she needs as a pregnant woman
