I have that, too, but mine goes up in a half circle to the middle of my forehead. I've gotten a generic diagnosis of dermatitis. Too bad the medications didn't do much to help it and I haven't been able to see a dermatologist in a few years...

Technically, it's not eyebrow dandruff, you just have really dry skin. I get the same thing too, usually on my eyebrows, the spots right beneath my eyes, and the creases by my nostrils. Just use a really good moisturizing face wash.

Moisturiser and one of those teeny mascara brush/comb things will sort you out. look on the bright side, at least it's easy to manage unlike head dandruff.
