Okay, I may be way off base here, but surely there's a way for the ER folks to get pre-authorization in a matter of minutes: by placing a phone call to your insurance company. At least that's what worked for me when I had a similar situation.
Sadly, the ER doctor had no way of knowing that our insane insurance required pre-auth for emergency medication, so they just prescribed it. Like you should be able to. Which left me stuck in the middle of the night when no insurance companies or doctors offices were open. Thankfully the pharmacist took pity on me and sold me three pills only, enough to get through the night and fight again the next day.
I hate insurance companies! They have way too much control in a patient's care. They end up obstructing DRs instead of working with them. I sincerely hope he was able to find pain relief.
