Today, I caught my neighbor peeping through his toilet window to watch my sister bathing in our bathroom. I asked him what he was doing, and he told me he was doing what he always does when my sister is bathing. FML

Tell your sister, make sure she gets a few good videos of him doing it and then report him. Bonus if she's under age and he gets done for being a nonce. Document, evidence and then expose. If the cops where you are won't do anything, make sure every single neighbour in the area has seen the evidence and knows he's a flagrant pervert.
