Pretty sure it's not. Unless you're responsible for a false alarm, obstructing the firefighters in some way, or own the building and failed to maintain the system. I'd definitely challenge it, see what a judge says about it.
Sounds like bullshit. Your only job in a fire is to exit the building safely and then alert the authorities.
