Today, my husband took me out for my birthday dinner. When it was time to pay, he took out a stack of gift cards. I asked where he got them, and he said he got them as a bundle at Costco, and saved sixty bucks on the meal. He then got annoyed with me when I told him it made me not want birthday sex. FML

RIght. She doesn't want sex unless he spends THEIR money on her now, not when he got the deal.. How shallow.

I think you believe there's an implied message that either you're not worth the full price of a meal to him, or that he's allergic to spending money on you. Only you know how he feels about you, but an emotionally intelligent couple would try to communicate in this situation. He's just trying to save money so you have more of it to spend elsewhere, and he thought you'd be proud of him for putting in the work to do so. Apparently he was wrong, but that's no reason to immediately say you no longer want sex. Again, communicate with each other.
