Still not a good reason to go all vigilante and key the OP's car..
You would have had no logical correlation between keying someones car due to their parking space. The culprit could have had any other reason. But the handicap part, yeah, FYL
yeah. when I see a person that has no tags and no plate... I will call the cops; not key the car.

If your handicapped sign wasn't clearly displayed, YDI. If it was clearly displayed, then that's rough--see if there are security cameras in the area so you can possibly find the jerk. I hate it when people say "Well, he didn't look handicapped, so he clearly didn't need the spot." There are so many invisible, but very real, disabilities that make walking long distances difficult or dangerous.
And on the flip side there people who use old cards or their parents/grand parents card and thats not right
