SUE! That's disgraceful behavior for the workplace. I don't know about Australia, but in the States that's highly illegal, and it probably is there as well.
Discreetly ask other women (if any) in your work place, if he has done the same thing to any of them. as I bet you’re NOT the first. If any of them say that it has happened to them, then you have a class action against him and hr Cos you just know scum like him has done it b4
I agree, he's probably done that before. If you don't feel like asking the other women if this has happened to them before, you can do like the main caracther in Speak: write in the bathroom stall door what happened. Someone might answer, or at least you'll be warning them. A man exposed himself to me once when I was waiting for the school bus. And mind you, I was not dressed in a slutty way, not even close. It's not the OP's fault, there's just sick people like that. And it can scar you pretty bad, doesn't matter if "it's just a penis, you've seen one before, he hasn't forced you to do anything". Sure, you get over it eventually, but it made me feel insecure for a long time. Makes you think if he won't come back and do something worse. Especially in a case like the OP's, where he's constantly around her, she can't just let it go.
Start a class action suit and take every penny the manager and the company have.

I don't know anything about Australian law, but I suspect it's illegal for him to ignore your concerns like that. Talk to a lawyer--at very least, the company should transfer you to another department so you don't have to work with your current boss, if not fire him.
The heart of the issue is that she was shown something that she didn't want to see in the first place. Sexual Harassment isn't a "suck it up and get over it." Once you see something like that u can't unsee it. Seek legal help and charges filed against him. Apologize for that having to happen.
